According to a circular issued by the Ministry of Finance, the toll rates for National Road 5 at two stations will be adjusted in two phases. Accordingly, from 1/12/2015 to 31/3/2016, the fee for a car under 12 seats, the truck under 2 tons is 30,000 VND, the highest level for cars over 18 tons is 160,000. After March 31, 1616, the fee increase to 45,000 VND and 200,000 VND respectively.

Beginning in 2016, the upgrading of National Highway 5 in the form of BOT will be transferred to Vietnam Infrastructure Development and Financial Investment Corporation (Vidifi). Investors will be responsible for repairing and maintaining this route with funds collected from toll booths.

According to a Vidifi leader, the current rate on National Highway 5 has not changed for 10 years, so the adjustment of fees is in line with the roadmap. In addition, this is a solution to increase revenue, ensuring the financial plan for the project Ha Noi - Hai Phong. If this business is not allowed to increase the cost of Highway 5, the financial plan for the Hanoi - Hai Phong expressway may be bankrupt.

Also under the financial plan of the project approved by the Prime Minister, Vidifi is increasing fees over time as other charging stations. Meanwhile, toll roads at national highways have adjusted 2-3 times compared to national highway 5.

According to Nguyen Van Thanh, Chairman of the Vietnam Automobile Transportation Association, the increase of 5 highway fees may cause difficulties for enterprises because the freight rates increase. But businesses can balance the cost of transportation when the shorter transit time, the means of consuming less material to make reasonable rates. Therefore, it is important for the state to better control the quality of BOT projects so that the owners of the vehicles are not disadvantaged when paying high fees.
